County staff said sanitary restrictions and a wildland‑urban‑interface fire protection plan had been satisfied for the proposal. The motion was amended on the floor to authorize the chairman to sign the final plan; it was moved, seconded and approved by voice vote.
The commissioners and staff discussed whether a separate development agreement was required. County staff reported the county engineer recommended no development agreement for this application, saying the project creates a single additional lot and uses an existing public road in good condition. Commissioners noted the county’s policy on development agreements applies proportionally, based on anticipated impacts and proportionate share, and said they would review other recent cases where staff did not recommend development agreements.
