Mr. Haley presented a request for a three-month extension of vested rights for a two-lot minor subdivision south of Brannonsgate that had previously been approved for the Hootons in 2022. Haley said the original plan separated a house and acreage from a 35-acre parcel; the property has since been sold and the new owner wants to adjust the five-acre parcel to extend 5 acres up the west side while keeping the proposal a two-lot minor subdivision.
Haley said the change would still create two lots (a 10-acre lot and a 25-acre remainder) and would not add new neighbors; he noted the amendment would maintain an access right-of-way and provide more buffer along the west side near Cochita Drive. He also said irrigation shares tied to the previous owner’s parcel had been sold, and the new owner plans to add a pond to manage water distribution at the end of the MBI irrigation line.
Staff explained surveying delays contributed to the extension request; surveyors were scheduled but weather and a regional shortage of surveyors have pushed work back. County legal counsel Don said, citing statute, that the board may grant vested-rights extensions for developments and that the proposed change appears substantially similar to the plan the board approved previously, making an extension appropriate under county authority.
Commissioners asked clarifying questions about the subdivision configuration and access; staff and counsel characterized the request as straightforward. The board did not take formal action at the workshop and said it will address the extension request at a noticed public meeting the next day.
