County selects Samet and CJMW for Public Health renovation preconstruction and design work

Forsyth County staff recommended Samet Corporation for construction manager‑at‑risk preconstruction services and CJMW Architects for design services on the Public Health renovation project. James Anderson, director of General Services, presented two linked procurement recommendations for the Forsyth County Public Health renovation project on March 24: (1) award construction manager‑at‑risk (CMAR) services to Samet Corporation with a negotiated not‑to‑exceed preconstruction fee of $90,000, and (2) award basic design services to CJMW Architects with a negotiated not‑to‑exceed fee of $618,000 and an additional services allowance of $75,000 (total not to exceed $693,000).
Anderson said the renovation will fully update clinic and lobby space on the main level and staff areas on the ground floor; some spaces such as WIC, meeting rooms and environmental health are not planned to change at this time. The project budget is $7,600,000. Samet’s preconstruction fee represents roughly 1.4% of the construction budget; Samet will provide a guaranteed maximum price (GMP) proposal at the end of design for construction phase services.
A selection committee evaluated statements of qualifications and interviewed finalists. Anderson summarized the RFQ process, scoring and negotiations; Samet, Balfour Beatty and Shelco were shortlisted and Samet was recommended. CJMW was selected as the most qualified architect following a similar RFQ/interview process.
A commissioner raised concerns about transparency and potential cost variability in the CMAR general conditions (site office, utilities and staff trailer costs) and asked for clarity on when those amounts are provided and how they will be scrutinized at GMP. Anderson said general conditions typically are provided at the GMP phase but staff will scrutinize and negotiate general conditions as part of the GMP process. The commissioner indicated the county attorney should review contract language and the board discussed pushing back on general‑conditions costs at GMP if projects come in over budget.
Staff recommended the board authorize execution of both the CMAR preconstruction services agreement and the design contract so the project can proceed into detailed design and GMP development. Both procurement awards were presented as resolutions for formal action at the upcoming board meeting.
