Smith Reynolds Airport to replace airfield lighting; FAA and NCDOT grants cover most costs

Mark Davidson, director of Smith Reynolds Airport, told the Forsyth County Board of Commissioners the airport must replace failing airfield lighting and signage and recommended a contract award to RG Tenney Electric.
Davidson said the airport solicited bids and, after rebids, received three responsible offers. The lowest responsive bid was from RG Tenney Electric for $5,223,441. The Federal Aviation Administration has issued a notification of award for $4,043,000 and the North Carolina Department of Transportation Division of Aviation has allocated $1,284,587. If the grants are executed, Davidson said the county’s local match would be about $591,955 and the overall project cost including design, construction administration and testing is approximately $6,571,365.
The project will replace more than 525 lights and over 114 signs with LED fixtures and includes taxiway edge and approach lighting; Davidson said some phased work may require temporary runway closures and the airport will coordinate with tenants and local pilots.
Davidson recommended awarding a construction contract to RG Tenney Electric with a base bid of $5,223,441 and authority for change orders up to 5% ($261,172). He described the work as a roughly 18‑month project. Commissioners confirmed the local match source will be airport fund balance and asked about phasing and runway impacts; Davidson said much of the work can be done while runways remain open but some phasing will require temporary closures and staff will notify pilots and tenants.
The board received the briefing; the resolution to execute the grant agreements and award the contract was on the regular meeting agenda for formal action later in the week.
