The Rules Committee voted to send to the full Board an ordinance establishing the Castro‑Upper Market Entertainment Zone, clarifying its boundaries and affirming the Planning Department’s California Environmental Quality Act determination.
Board President Rafael Mandelmann presented the ordinance, which defines the entertainment zone to include specified segments of Eighteenth, Castro, Market, Church, Fourteenth, Noe and Sixteenth streets and several cross streets. Mandelmann said he made a modest map adjustment and requested the committee forward the ordinance with a positive recommendation. "I would ask that we forward this to the full board with positive recommendation," Mandelmann said.
Two public commenters spoke in favor of expanding entertainment‑zone opportunities for local businesses. Leilani Powers, representing the Starbelly restaurant, said the Castro Night Market brings visitors from the Bay Area and that businesses near the zone could benefit from a modest expansion. Another commenter urged the city to address homelessness and cost‑of‑living issues as part of economic recovery for local businesses; that comment was recorded during public comment.
The committee voted to send the ordinance to the full Board with a positive recommendation; the motion passed without objection.
