County engineering moves ahead on belt route, Iron Springs Road and Safe Streets plan

Rich (county engineer) updated commissioners on several infrastructure and planning initiatives during the March meeting, saying staff have advanced consultant selection and design work on multiple fronts.
He said the county selected a consultant for a 25-year fairgrounds master plan and will host a site meeting. Rich also reported that a state application for flood mitigation at a site near Peak View and 4800 had been accepted and forwarded to federal partners for funding consideration.
Rich said the Safe Streets for All consultant will present a final proposal at the next commission meeting and that the county would be asked to adopt the plan. "That will allow us to apply for implementation funding," he said, adding that implementation funding could pay for measures such as wider pavement striping to calm traffic.
On the belt route, Rich said a refined alignment is ready for adoption and that four landowners have approached staff to dedicate property; adopting engineered meets-and-bounds would make later acquisitions and construction simpler, he said. He estimated that sections of the belt route could start in the next 10 years.
Regarding Iron Springs Road, the county has hired Stanley Engineering to manage design and to coordinate with UDOT; Rich said staff are incorporating sleeves in the design so future water, sewer and electrical crossings can be installed without breaking the new pavement. He said the sewer alignment will flow toward a planned lift station at the 56 connection and that the county is coordinating with Cedar City on the regional sewer plan.
Rich asked commissioners to expect follow-up agenda items seeking formal adoption of the belt-route alignment and the Safe Streets plan.
