The Joint Committee on State Building Construction was briefed on a $132,752 change order to rent a temporary chiller for the Kansas Air National Guard maintenance hangar at 5920 Southeast Coyote Drive.
Barbara Schilling, deputy director for OFPM, told the committee that both existing chillers in the maintenance hangar had stopped working and that new replacement equipment would not arrive until after the cooling season. “This change order is to provide temporary, a temporary chiller through the summer, just so they have cool air and don't have to work in the heat,” Schilling said. She said the rental raises the total contract value to just over $1 million.
The change order covers a leased 200-ton chiller to be in place from April 1 through Sept. 30. Major William Lin of the Kansas Air National Guard's 190th Air Refueling Wing confirmed the dates and said the unit “is just provide cooling to the office areas.” Schilling said the rental cost is $132,752 and that the original contract for replacement chillers was about $869,000.
Schilling also told the committee the work is on federally owned property and is funded with federal dollars; she said she was presenting the change order to the committee to "cover our bases" even though it is federal property and federal funding. Committee members asked clarifying questions about the rental and the size of the affected facility; Major Lin said the hangar houses the installation's largest building and that roughly 800 people work there on a drill weekend.
Committee members indicated they were advised and did not record a formal vote on the change order. "Alright. Sounds like we've been advised and all is good," the Committee Chair said near the conclusion of the discussion. The committee then moved on and adjourned.
The item was presented as a contract change order to lease temporary cooling while the ordered replacement chillers are delivered; no amendments or alternate motions were recorded during the meeting.
