Board tables Youngblood Avenue vacation, approves vacate contingent on tile and bridge work; secondary‑roads and 28E naturalist agreement updated

Wright County supervisors held a public hearing March 17 on vacating a portion of Youngblood Avenue between 170th Street and 160th Street and ultimately tabled final action pending additional information and required work orders.

At the hearing landowners and interested parties — including Bob Latham and Don Latham — asked the county to inventory assets inside the portion proposed for vacation. The board asked the county engineer’s office to locate culverts and other assets; Jeremy Abbas, assistant to the Wright County engineer, agreed to walk the ditch and locate any culverts. Resident Don Gohman asked whether the roadway would be leveled; he was told it would not. Questions about whether the county would construct a driveway or entrance to the north were deferred to Wright County Engineer Adam Clemens.

The board initially tabled Resolution 2025‑14 to vacate the roadway until March 24, 2025, to allow time for the requested entrance information and asset documentation. Board members explained the county’s standard practice: the vacation does not remove an existing entrance right and landowners may install an entrance at their own expense if they have property owner permission and follow county policy.

Later in the meeting a motion was made to approve Resolution 2025‑14, vacating the county road, with explicit conditions: the board tied final approval to completion of private tile work order 7072 and bridge removal work order 776 and requested the submission of asset documentation (an inventory) for the affected parcel. The motion carried.

The supervisors also received a secondary‑roads update from Jeremy Abbas describing bridge construction progress. Abbas said the east pier and east abutment work were complete and the west foundation had been poured; crews were awaiting bridge beams and planned riprap work before beam setting. He said crews have been preparing riprap (revetment) and expected the project to progress quickly once beams arrive.

In separate action the board approved a 28E agreement with Franklin County to share a naturalist position; the motion carried.

What this means: vacating the public road will leave the property owner with half the roadway to use unless they seek and pay for a new entrance; the board conditioned final vacate approval on completion of tile and bridge work and receipt of an assets inventory to ensure culverts and other county infrastructure are accounted for.
