The Smithfield Planning Board took a series of procedural and scheduling actions at its March 20 meeting, including amending minutes from a prior hearing, approving continuances on several agenda items, scheduling a site visit and forwarding proposed zoning ordinance amendments to the Town Council for consideration.
Amend minutes: The board voted to amend the Feb. 27, 2025 meeting minutes to reflect that member Bowman voted "no" on the Reservoir Road application. The motion to amend and approve the amended minutes passed by voice vote; no roll-call tally of individual members was recorded in the meeting transcript.
Continuances: The board approved continuances without discussion for two items: Amelia's Way (260 Old County Road, ID 2405) and 520-540 Douglas Pike / 48 Ridge Road (ID 2505). Each continuance was approved by motion, second and voice vote.
Greenville Farms: The comprehensive-permit public hearing for the residence at Greenville Farms (ID 2008) was continued to April 17, 2025, by agreement of the applicant and board to allow time for the applicant to provide additional documents, including the DEM permit the applicant said it had just received.
Levi Lane (Astar/Albert Properties): The board voted to conduct a site visit for a commercial/property-cleanup and redevelopment matter at 20 Levi Lane (ID 2506) on March 29 at 9 a.m. The board also continued the Levi Lane application to the April 17 meeting (time permitting). The applicants attorney told the board that some cleanup work had already occurred and that stormwater permitting with DEM is pending.
Zoning amendment recommendation: The board voted to recommend proposed amendments to Section 4.4 (Supplementary Use Regulations) of the zoning ordinance that would restore some uses to the special-use table but with objective criteria. The board accepted drafted objective criteria (with several blanks for local thresholds) and voted to forward the amended supplemental use regulations to the Town Council for its consideration.
