Commission reviews Villas townhouse file, schedules work session on comprehensive plan; residents raise infrastructure concerns

Planning staff presented a drafted endorsement letter and a draft developer’s agreement related to the Villas townhouse project and sought the commission’s authorization to sign the endorsement and continue coordination while the developer completes environmental review.
Staff said the developer submitted building plans for a six-unit townhouse project and that the developer is being asked to obtain a Phase I environmental review and finalize financing and purchase of the property. The draft developer’s agreement circulated by staff would specify obligations including bonding of improvements, inspection coordination and timing for building permits. Staff said the developer had not yet closed on the property.
“I have prepared a draft developer's agreement that would specify and detail all the obligations of the developer,” the City Planner said. The planner asked the commission if the chair could sign the endorsement letter; staff reported no objections from commission members.
The commission also reviewed new comprehensive plan materials circulated by staff: draft sections on land use, housing and community facilities. Staff asked commissioners to return comments for consolidation and proposed a work session in April to review those sections in detail. Commissioners agreed to a work session on the fourth Wednesday in April (staff identified April 30 as the likely date) and asked public works and the city engineer to supply water and sewer capacity data to inform the community facilities element.
Public comment: before adjourning the meeting the commission opened the floor to public comment. Dan Reynolds and another resident raised concerns about past development quality and existing infrastructure in the White Oaks subdivision, citing school-bus turning difficulties, emergency vehicle access and lingering construction deficiencies from the original developer. One resident urged careful review of traffic and emergency access when new townhouse proposals are considered.
“There’s things like, God forbid, we have an emergency with a fire. You know, how’s that hook and ladder gonna get there and turn them out?” a resident said during public comment. Another resident said their family has multi-generation ownership of a local home and asked that the city ensure developer obligations are enforced.
Procedure and minutes: the commission approved minutes from the Jan. 15, 2025 meeting; Commissioner Paul Rouch recorded an aye vote during roll call and the approval was recorded as unanimous.
