Carroll County opens public hearing on FY26 property tax levy; proposes $10.13 million tax ask

The Carroll County Board of Supervisors opened a public hearing March 24 on the fiscal year 2026 proposed property tax levy and discussed budget timing and taxpayer impacts.
Courtney, a county staff member, told the board the county'wide operating cost is "just over $29,000,000" and that the county's proposed property tax asking for FY26 is $10,127,781, an increase of $101,995 (about 1%) from FY25. Courtney also said overall county revenues rose by $648,762, or about 2.5%.
Courtney summarized the proposed levy rates and examples of taxpayer impact: the proposed urban levy is 4.36351 and the proposed rural levy is 7.58608; Courtney said both rates are "less than the year before." Using a sample single'family house valued at $223,570, Courtney estimated the county portion of property taxes would be about $463 (a decrease of about $15 at the proposed rate). For a 40'acre farm parcel with unchanged value, taxable value and estimated tax would fall by roughly $3. For a $1 million commercial parcel, Courtney calculated a county tax of about $3,764 (a decrease of roughly $204) at the proposed rate.
Public comment during the hearing was limited. A resident identified as Christian told the board "property tax cannot support everything" and urged care in budgeting decisions. Courtney said no written public comments had been received before the hearing.
Supervisors and staff noted the levy ask could still change before final adoption. A board member said negotiations with employee unions and other final budget changes could reduce the tax ask further.
The board set a public hearing on the FY26 county budget for April 14 at 9:00 a.m. and noted the county could still lower the tax asking when final figures are available.
