The Cumberland County Board of Commissioners voted on three zoning cases during its March 17 meeting, approving two rezonings and denying a third after public testimony and staff presentations.
Case ZON25002 (northern Ramsey Street area): The board approved a request to rezone a 1.75-acre portion of a larger parcel from A1 (agriculture) to A1A (1-acre minimum agriculture district). County planning staff said the parcel did not contain hydric soils, had existing water line access near the site and was consistent with the North Central Area Land Use Plan. The planning board recommended approval 7–0. Vice Chairwoman Jones moved to approve; a second was recorded and the board voted to adopt the rezoning.
Case ZON24042 (Sharon Church/Turnbull area, about 20 acres): The board denied a request to rezone from A1 to R15 for a planned single-family subdivision. Staff had recommended denial, citing hydric soils or hydric inclusions, a lack of nearby utility infrastructure, and restricted road frontage (staff noted only 18 feet of road frontage at Sharon Church Road). The planning board had supported denial 7–0. One member of the public, Christopher Campbell, spoke in opposition. The board denied the request with a motion by Vice Chairwoman Jones; the recorded vote was unanimous.
Case ZON25001 (Bernard Road/Norris and Burnet area): The board approved a rezoning from A1A to R30A for about 3.5 acres to allow smaller-lot residential use. Staff recommended approval and noted the site bordered existing suburban residential designations; the planning board supported approval 7–0. Applicant John Roberson spoke in favor, saying the land has been in his family and now has a water line. In the recorded vote, commissioners Tyson, Counsel, Vice Chairwoman Jones, Chairman De Bevere, Commissioner Patel and Commissioner Adams voted in favor; Commissioner Faircloth voted in opposition.
Board discussion on the cases focused on access, soils suitability for septic and wells, and whether requested districts matched the adopted area land use plans. Planning staff said detailed soil testing and driveway/right-of-way approvals would be handled at the subdivision/permit stage if applicants move forward.
The board’s actions follow planning staff recommendations and planning-board votes in all three matters.
