The Collegedale City Commission on March 17 approved a rezoning ordinance, awarded a contract for pump-station electrical equipment and approved a series of administrative items ranging from a fireworks contract addendum to a software services agreement.
The commission unanimously adopted a second-reading ordinance to rezone a parcel described as Hamilton County tax map 140, Parcel 201, from agriculture (AG) to mixed use town center (MUTC) after no members of the public spoke during the hearing. Mayor Lloyd presided over the vote that recorded five "yes" votes.
Why it matters: The rezoning changes how the parcel may be developed inside Collegedale city limits and will affect future permitting and land-use reviews for that property.
During the meeting the commission also awarded a contract for long-lead electrical equipment for the pump-station modernization project. A staff presenter said the recommended vendor, Lawson Electric, submitted the second-low bid and was chosen after the lowest bidder was deemed nonresponsive for failing to provide bid security. The procurement award is for $139,995.
Other administrative approvals included: - Authorization to surplus two airport vehicles after recent transmission failures; city staff said both vehicles had experienced transmission failure and were being removed from service. - An addendum to the city's agreement with its longtime fireworks contractor, Pyro Technical, with a requested update to the contact information and a change to the rain-date contingency (the commission directed staff to set the makeup date to the Labor Day weekend contingency date of August 31). A motion to approve those edits passed. - An amendment to the state license agreement for the city's automatic license plate reader (ALPR) system to add one additional camera at Main Street and Lee Highway; the amendment passed with a 4-0-1 vote (Vice Mayor Sadler recorded an abstention). - Renewal/assignment of background-investigation services under the vendor now identified as NEOgov (formerly Background Solutions); staff said the company agreed to a price match and the agreement passed. - Acceptance of the February finance report. City staff reported that the city has received about $3,600,000 in property-tax receipts in the prior week, leaving roughly $100,000 to meet the budgeted property-tax target for the year. The finance presentation noted the city had realized about 48% of budgeted revenues and spent about 74% of budgeted expenditures to date.
Commissioners and staff emphasized timeliness on the pump-station procurement because of TDEC (Tennessee Department of Environment and Conservation) deadlines and cited the decision to proceed with the second-low bidder rather than rebid due to schedule pressure. In the ALPR discussion staff said the new camera would primarily read license plates entering the city; Vice Mayor Sadler disclosed a potential conflict and abstained from that vote.

Discussion vs. decisions: The meeting combined public-hearing procedure (rezoning) with routine administrative approvals. The pump-station award included substantive staff explanation about bid responsiveness and TDEC timing; the fireworks item included a brief exchange instructing staff to update the rain-date and contact details. The ALPR amendment prompted a questions-and-clarification exchange about camera placement and an abstention was recorded for Vice Mayor Sadler.
Looking ahead: Staff noted the need to meet regulatory deadlines for the pump-station modernization and to update contract contact details and rain-date contingency language for the fireworks addendum before execution. The commission scheduled a special call budget meeting on April 4 and continues to work on the fiscal-year budget schedule.
