Proposed phase‑one work includes restroom renovation, tennis‑court repairs, a basketball court, a walking path and associated site work; future phases could add a splash pad, exercise stations and a pavilion pending additional funding and feasibility work.
On Hoeghman Park (ongoing renovation), staff reported bids opened March 12. The low general/construction bid was $838,566.65 from Roman Excavation. Other low subcontractor bids reported in the packet were: plumbing — $46,174 (Lock Haven Plumbing), electrical — $68,825 (Strauss Black) and HVAC listed with a low bid of $2,301.80 (the packet itemized small HVAC bid entries). The full package for phase 1 totaled $955,867.45; staff recommended awarding the bids contingent on DCNR and CDBG approvals where required.
Council also reviewed a separate set of bids covering the remaining phase work; the low bid for the other package was $526,477.95 from Bowman Excavation. Staff said the work includes parking‑lot upgrades, stormwater detention, a new restroom structure, rotation of ballfields and additional amenities (pavilions, benches, community‑garden beds, walking path). Project timelines described by staff indicated work could occur this summer with anticipated completion for certain elements by August.
Council approved moving forward with the grant application and accepted the bids, subject to final approvals from DCNR and other grantors. The council recorded the awards and asked staff to ensure contingency for funding and to notify contractors and grant agencies.
Ending Staff will transmit the DCNR application and execute contracts conditionally, pending grant approvals. Council asked staff to keep the schedule public and to coordinate neighborhood outreach around construction activities.
