Larry Escalanta, presenting the item, said staff prepared specifications to use a two‑part epoxy suitable for high‑turning movements and heavier traffic; three intersections were included in the project: East 70th Street North at North 129th East Avenue, East 86th Street North at North Mingo Road, and East 116th Street North at North 129th East Avenue. The city received three bids on February 25; an engineer’s estimate had been about $171,478.08, but the low compliant bid from Action Safety Supply Company was $79,045.65. Staff said the low bidder confirmed they could meet all specifications. Each bid included a $10,000 project allowance to be used at the city’s discretion.
Councilors asked about longevity and material choices; staff said epoxy should last longer than standard paint and is preferred in high‑turn areas, and that epoxy is consistent with neighboring jurisdictions’ specifications. Funding is available in the Streets Division budget and council approved the award by roll call.
