The Owasso City Council on March 18 approved a $72,881 contract with Turner Roofing Service LLC to repair deficiencies and recover portions of the Owasso Community Center roof after repeated leaks and consultant testing found seven confirmed areas of water intrusion.
Chris Roberts reviewed the history: the city replaced the roof in 2021 with a single‑ply TPO membrane under a 20‑year manufacturer membrane warranty and a two‑year workmanship warranty from the installer. Staff said ambiguous specifications in the 2021 project left certain installation details open to interpretation and that, over time, the roof exhibited progressive leaks that worsened during heavy rainfall. A consultant’s thermal imaging, moisture meters and core samples last November confirmed seven wet areas: three at parapet walls on the upper roof and four on the lower roof.
Roberts described installation problems around parapet terminations and custom on‑site flashings at difficult‑to‑access screen wall anchors; the consultant recommended replacing flashing details and waterproofing stucco skirting. Because a no‑dollar‑limit (edge‑to‑edge) 20‑year manufacturer warranty was available for a recover on the upper roof, staff recommended a full recover for that smaller upper section and repairs and upgraded flashing (pitch pans, corrected HVAC curb flashing) on the larger lower section. Turner Roofing submitted the lowest compliant quote of $72,881; an apparent low quote of $56,696 was disqualified for non‑compliant materials.
Council discussed warranty history, the contractor’s prior responsiveness under a two‑year workmanship warranty, and the plan for increased inspection and manufacturer involvement during the new work. The approved contract includes a five‑year workmanship warranty from the contractor on the upper roof recover and a 20‑year manufacturer edge‑to‑edge warranty for materials and workmanship; repairs on the lower roof carry a two‑year workmanship warranty. Staff said repairs will include removing saturated insulation, repairing from deck up, and addressing drains and pitch to prevent recurrence.
