Council discusses application for 2025 CDBG funds to continue Hill Acres water-line improvements

Alexa Beamer, planning staff, briefed council on the city's intent to apply for 2025 Community Development Block Grant (CDBG) funds administered locally by the Indian Nation Council of Governments (INCOG) on behalf of the U.S. Department of Housing and Urban Development (HUD).
Beamer said INCOG is "anticipating that the city will get an allocation of $159,894.63 for this funding cycle," the same amount reported last year. She said the project in question would continue water-line replacements in the Hill Acres subdivision, covering approximately 4,000 linear feet of new 6-inch PVC pipe on East 114th Street North, North 109th East Avenue and North 112th East Avenue.
Beamer told council that the city previously banked its FY2024 CDBG allocation and proposes to combine that amount with the anticipated FY2025 allocation and approximately $300,000 in local OPWA funds (about $150,000 from the prior year and $150,000 from this year) to cover an engineering estimate of roughly $633,000 for the work. She said there is no federal match requirement for the grant, but staff expects to contribute the local funds to supplement the federal allocation.
Beamer also explained the requalification process that allowed Hill Acres to be designated a low- to moderate-income area in 2021 via survey and said requalification or alternative eligible census blocks would be required if the city pursues subsequent CDBG applications for remaining cul-de-sacs. She said INCOG will administer environmental reviews, Davis-Bacon/wage reporting and other federal requirements if the grant is awarded.
Beamer said INCOG requires a public meeting before application and noted a required open meeting was scheduled for Thursday at 3 p.m. in the City Hall Community Room to receive public feedback. No final resolution or council vote on the application was recorded in the meeting transcript.
