Owasso seeks Tulsa County CDBG funds to replace water lines in Hale Acres subdivision

Alexa Beamer, who presented the application, said Owasso’s FY2025 CDBG allocation is estimated at $159,894.62 and that staff intends to combine that amount with fiscal‑year‑2024 banked CDBG funds (also about $159,000) to pursue a larger, phased project of roughly $318,000. If awarded by INCOG/Tulsa County, the combined funding would be used to replace three stretches of water line — roughly 4,000 linear feet of new 6‑inch PVC — along East 114th Street North, North 109th East Avenue, and North 112th East Avenue in Hale Acres.
Beamer said the Hale Acres area was requalified as a low‑to‑moderate income (LMI) area in 2021, and that qualification covers five years; this application is the last automatic year before requalification would be required. She said the city held a public meeting on March 13; two property owners attended, one of whom supported the project and asked about timing.
Council discussion confirmed the project would complete the longest remaining linear stretches but leave some cul‑de‑sac service segments for later phases. Staff said public works aims to bid the work by fall of 2025, pending grant approval. Council voted to approve the resolution and related authorizations.
