Placer County launches general plan visioning phase, aims for 2028 adoption

Jennifer Baez and assistant planner Santiago Garcia Martin of Placer County’s Community Development Resource Agency presented an update on the countywide general plan update during the March 20 meeting.
Santiago Garcia Martin described the general plan as a state‑required blueprint for development typically covering 20 to 25 years. He said staff completed data gathering in 2024 and produced 20 background reports; the current visioning phase will gather public input to establish guiding principles that will inform later policy drafting.
“We produced an asset, issues and opportunity booklet that summarizes our 20 background reports,” Santiago said, noting the booklet handed to commissioners summarizes more than 500 pages of background material. Staff described 5 in‑person open houses, two virtual workshops and targeted stakeholder meetings that have been used so far, along with a statistically significant survey of more than 1,000 residents to gauge priorities.
Staff said the visioning phase will culminate in a draft vision and guiding principles that the Planning Commission will review before the Board of Supervisors considers the draft. The full update program is divided into five tasks — data gathering, visioning, subarea planning and alternative analysis, policy and draft plan writing, environmental review and adoption — and staff said the project timeline anticipates final adoption in 2028.
The planners said background reports include a dedicated recreation, public lands and trails report, which identifies opportunities such as developing a connected trail system and improving crossing accessibility. Commissioners asked whether existing park master plans and community plans will be incorporated; staff said the park master plan is referenced in the background report and that the county will evaluate community plans after visioning to decide which to update, incorporate as subarea plans or retire. Staff said any changes to community plans would be recommended to the Board for direction.
Santiago encouraged commissioners and the public to use the project website, attend open houses and virtual meetings and complete online exercises. Staff said the final visioning meeting for this phase is scheduled for April 30, 2025, and invited commissioners to provide local outreach and feedback.
