Scope of work: Public Works reported the project will reconstruct about 18,600 square feet of roadway, 400 square feet of sidewalk, replace roughly 350 linear feet of sewer main, and construct new asphalt concrete walkways through Higgins Park to make existing routes ADA-compliant. The project will also formalize an existing path and provide an accessible connection from the Caltrans ramp near the park.
Traffic and schedule: Staff said the work will require temporary closure of the affected David Avenue segment while crews replace sewer and reconstruct the pavement. The project will require coordination with Caltrans for traffic loops and the Forest/David intersection. Staff committed to notifying residents and issuing mailers with the construction schedule once the contract is executed.
Funding: The council authorized allocating an additional $267,000 from Measure X and a portion of sewer funds; no General Fund money was proposed. The staff report described prior engineering expenditures associated with Caltrans permitting and indicated continuing engineering and traffic work will be needed during construction.
Council comment and action: Council members praised the infrastructure investment and emphasized the importance of timely public notification. The council voted 6-0 to approve the ordinance reading and to authorize the agreement and related actions.
