Council continues first reading of tiny homes on wheels ordinance to April 9 for state‑notice requirements

The staff presentation said Assembly Bill 2904 requires at least 20 days' notice for ordinances impacting real property; staff posted the notice March 7 and recommended the continuance to meet the statutory timeline. The council voted to continue the first reading to its April 9 regular meeting.
Mayor Pro Tem Sulpizio Hall moved the continuance and Council member Alcala seconded. The council approved the motion by roll call: Council member Alcala — Aye; Council member Early — Aye; Council member Orozco — Aye; Mayor Pro Tem Sulpizio Hall — Aye; Mayor Guerrero — Aye.
At the March 19 meeting several members of the public had addressed tiny homes earlier in the public comment period; Robin Davis, who described living in a 60‑square‑foot off‑grid tiny home on wheels, told the council the planning department expects to return the ordinance to the April 9 agenda and recapped the local advocacy that led to the proposal. City staff said the council's April 9 meeting will consider the first reading again after the required notice period.
