District 20 approves $48,000 preconstruction contract, moves forward on Douglas Valley PK–8 project

Academy School District 20 on March 17 approved use of district funds and awarded preconstruction services to prepare a construction cost estimate for a new pre-K–8 school at Douglas Valley.
The board voted to appropriate $48,000 from the district's Public Schools on Military Installations Program (PSMIP) reserve to pay for preconstruction services and to award the preconstruction and potential construction contract to the firm identified in the board packet (non construction). Superintendent Haber told the board the preconstruction phase will produce a guaranteed maximum price (GMP); if the GMP is acceptable to the district, the administration will return with a construction appropriation and submit the proposal to the federal program for funding.
The funding approved is intended to support final design work and a detailed cost estimate. Haber said the PSMIP reserve contains about $12,300,000 intended as the district’s approximate 20 percent match for the overall Douglas Valley project; the $48,000 is the immediate amount needed to complete preconstruction services and pursue the GMP.
Board members described the vote as a procedural step to get the district to construction-ready documentation. No alternative construction contractor selection is required if the district accepts the GMP; if the board rejects the GMP, the district can post a new RFP for construction services.
Roll-call votes were recorded with board members Mister Wilburn, Missus Shandy and Missus Gans voting “Aye.” The motion carried as recorded in the meeting minutes.
The administration said the district selected the recommended firm after an RFP process that considered combined preconstruction and construction services; awarding the preconstruction work allows district staff to more precisely determine total project cost and return to the board for final appropriation if needed.
The Douglas Valley project is part of District 20’s work to deliver a new school on or near a military installation using PSMIP funding; staff emphasized the next steps will include the GMP, a review of escalation and contingencies, and a potential construction contract award if funding and prices align.
No timeline for construction start was approved at the March 17 meeting; staff said that will depend on the GMP, final federal approvals and the district’s appropriation decisions.
