The Dane County Board of Supervisors adopted Resolution 2024-3-33 recognizing the Building and Construction Trades Council of South Central Wisconsin as the exclusive bargaining representative for full-time and regular part-time carpenters, electricians, painters and steamfitters employed by Dane County.
The measure implements a voluntary recognition route under Wisconsin Employment Relations Commission (WERC) practice, based on card-signature evidence presented to the Department of Administration showing a majority of affected employees signaled support. Tracy Griffith, executive director of the Building and Construction Trades of South Central Wisconsin, and Dean Julian, business agent for Steamfitters Local 601, addressed the board in support of the resolution.
Supervisor Betcher explained that voluntary recognition avoids a formal certification election when card-signature evidence demonstrates employee support, and said the recognition saves time and resources for the county and the employees. Questions from Supervisor Wiegand focused on the practical effects and duration of recognition; staff explained the process includes a one-year recertification under current practice and that WERC rules govern decertification or competing representation in the future.
The resolution was adopted on the committee recommendation; the board carried the motion by voice vote.
