Committee advances five measures in work session; amendments accepted on AB41, AB43, AB82, AB96 and AB269

The Assembly Committee on Government Affairs conducted a work session after its hearings and advanced five measures by motions to amend and do pass. Nonpartisan staff summarized each measure before members considered and approved amendments and recommendations.

"As nonpartisan legislative staff, I can neither support nor oppose any measure before the committee," said Alex Drozdoff, the committee policy analyst, as he summarized the first bill. Committee members then entertained motions and recorded outcomes for each item.

- AB43 (Public works; job order contracts): The bill would establish a permanent data program on job order contracts and allow certain large counties and cities to use job order contracting under specified conditions; Clark County submitted a clarifying amendment limiting job order contracting to minor construction of existing facilities and requiring public hearings for policy adoption. The committee moved to amend and do pass; the motion carried.

- AB82 (Governor’s proclamations): The bill would require the governor to annually proclaim Diwali Day, Eid al‑Fitr Day, Baisakhi Day and Vaisakhi Day. A co‑sponsor amendment was added; the committee voted to advance the bill after brief discussion and several members reserved the right to change their floor votes.

- AB96 (Master plans and heat mitigation): For counties with populations of 100,000 or more (currently Clark and Washoe), the measure would require a heat‑mitigation element in local master plans, which may include cooling strategies and urban tree canopies. The sponsor accepted an amendment to change the effective date to July 1, 2026, and to remove "shelters" from one list of shade measures. The committee moved to amend and do pass; two members registered opposition on the record during the motion, but the motion carried.

- AB269 (Student loan repayment expansion): The committee accepted an amendment that broadened the definition of eligible providers of health care in the student loan repayment program to include additional licensed clinicians and certain public health professionals; the motion to amend and do pass carried with one member recorded as opposed on the motion.
