POST forwards Monterey chief’s case to informal hearing and asks prosecutors to examine $800 training supplement

Tennessee POST investigators reported that a November comptroller audit found Monterey Police Chief Bill (Phil) Randolph had training hours recorded in the state database that investigators concluded he did not attend. The comptroller’s report also identified roughly $232,400 in alleged improper costs tied to travel and conference fees related to the matter.
Kevin Green, a POST investigator, told the commission that the chief was arrested after the comptroller’s audit and that the chief’s Acadis training profile lists 36 hours from a 2022 training conference that the comptroller’s audit and other witnesses said the chief did not attend. The 36 credited hours were included in the commission’s salary-supplement calculation for 2023, Green said.
The commission voted to refer the matter to an informal hearing for further administrative review. Commissioners also voted that POST staff should pursue restitution through the district attorney for the $800 salary supplement that was paid based on the credited hours, and to provide the DA with the comptroller’s findings.
POST staff said the chief has been terminated by the city and that Monterey would not pursue decertification at this time; commission members nonetheless directed staff to move the administrative process forward so POST can determine whether decertification, restitution or other sanctions are warranted.
Ending: The commission moved the Monterey matter to the informal hearing phase and directed staff to coordinate with prosecutors to recover the $800 supplement tied to the credited hours. Additional findings and any recommended discipline will be reported to the commission once the informal process concludes.
