City Council asks LAFCO to send final fiscal analysis to controller; adopts substitute resolution

The Los Angeles City Council on Aug. 7 adopted a substitute resolution asking the Local Agency Formation Commission (LAFCO) to revise its proposed schedule so that the controller receives the comprehensive, final fiscal analysis rather than an earlier draft.
Councilmember Cindy Miscikowski moved the substitute resolution after staff and the City Attorney said the draft timeline submitted by LAFCO called for a draft fiscal analysis to be provided to the controller, while the city had requested that the controller receive the final comprehensive fiscal analysis. Miscikowski described the change as a fiscal and legal safeguard because the city will bear the cost of the controller’s review.
“We asked LAFCO to change the schedule so that the comprehensive fiscal analysis, that is the final one, is the one that goes to the controller and not a draft,” Miscikowski said while explaining the substitute motion during the meeting.
The council voted to adopt the substitute motion, chairing the roll call to a unanimous recorded vote. The clerk announced “12 ayes,” and the motion carried forthwith.
During brief public comment on the item, Jim McQuiston of the East Hollywood Community Association said the LAFCO timeline raised additional concerns about opportunities for public input and protest hearings; Miscikowski and staff noted those broader participation issues could be raised directly with LAFCO while the substitute addressed the city’s request on fiscal review timing.
The substitute resolution directs the mayor’s office to request that LAFCO alter its schedule accordingly; the council also received a letter from the City Attorney explaining the legal basis for the request. The motion was recorded in the Aug. 7 proceedings as item 37A and was adopted without recorded dissent.
