Residents press Parlier council for transparency after shelter rescue displacement

A resident who identified herself during public comment said the shelter had poor conditions when she visited and that she had pulled a dog from the facility earlier. "I'm here again today because I wanted to know a little bit more information," the resident said, asking the council to explain who is coordinating volunteers and rescues.
Mayor Alma Beltran said that decisions arising from closed session must be reported in open session and agreed the shelter situation should be agendized so the public can hear staff's full explanation. A staff member said a presentation on shelter upgrades and on volunteer coordination was planned for the next council meeting; the city also noted there are application and insurance requirements for volunteers.
During public comment the resident and others identified a reported $14,000 utility bill for the rescue group and said Bambi's had been displaced. Councilmembers said they were unaware of a council action approving removal of the rescue and said staff should bring documentation and communications so the council could discuss the matter openly. One councilmember stated that if staff had made a decision in closed session it needed to be reported in open session.
Council and staff described ongoing efforts to recruit volunteers and work with local schools to provide community-service hours for students. Staff said they were reaching out to a dozen shelters and outreach organizations and that many regional rescues are operating at capacity.
No binding policy or contract change was adopted at the meeting. The council directed staff to place a public presentation on the shelter's upgrades, volunteer process and any related correspondence on a future meeting agenda so the council and public can review details.
