County director reports on retirement actuarial, transit grant application, ARPA monitoring and COVID test kit purchase

County Director Jim updated the Norfolk County Commission on several administrative and monitoring matters during the Sept. 24 meeting.
Retirement actuarial: The retirement board issued a draft actuarial table with projected costs for FY27 and beyond. Director Jim said he and the county’s retirement representative have asked the retirement board for clarifications on the development of the numbers and will report back when more information is available.
Transit grant application: The director said the county is preparing an application for a Community Transit grant (described in the record as a mobility management grant) worth $10,000 and requiring a 20% local match. County staff expect the grant would supplement rideshare and mobility services provided by the RSVP program if awarded; the application is expected to be submitted by Nov. 7.
ARPA monitoring: Director Jim said county staff are monitoring ARPA awards and following up with roughly 17 recipient communities where records show unspent funds. The county’s assigned staff member, Bill Galvin, is contacting those communities to determine whether funds are unspent, applied to late invoices, or available for reallocation.
COVID test kits: The county has remaining funds in a COVID account and plans to purchase test kits for employee distribution; staff noted prior test kits expired in July and the new purchase will replace expired supplies.
Human resources transition: Director Jim announced that Human Resources Director Michelle Abadini’s last day is Sept. 24 after seven years of service. The county has posted the position and completed several interviews; an interim arrangement is in place with Mike McGovern working three days per week under contract and Maureen Lide covering remaining days.
Regional service request: The director also relayed a request from Canton Fire Chief Wendell Roper asking for possible county assistance to replace or procure a blood-warming unit used by a mutual aid/regional service described in the record; a benefactor had committed two warmers and the chief sought county help to fund a third (estimated $4,000–$5,000). The commission asked staff to expect a letter and to consider the request at a future meeting.
Director Jim said he would provide follow-up reports to the commission on the actuarial questions, grant application status and ARPA monitoring outcomes.
