Norfolk County Commission approves minutes, courthouse use and three procurement contracts

The Norfolk County Commission approved a slate of routine motions during its Oct. 1, 2025 open meeting in Dedham, including acceptance of minutes, authorization for third-party use of a county courthouse for evening legal clinics in 2026, and three procurement contracts.
Commissioners first moved to approve the minutes of the Sept. 24 open session meeting. The motion was made and seconded and carried on voice vote; commissioners responded "Aye."
The commission then approved a request from an organization identified in the meeting transcript as the "buyer association" to use the Denham District Courthouse for evening legal clinics on Feb. 10, 2026; June 9, 2026; and Oct. 20, 2026. The request was presented by Jacqueline Fergone, identified in the record as the executive director of that association; a motion to grant the requested dates was made, seconded and approved on voice vote.
At the procurement report, Maureen (Procurement Department) presented three contract items that the commission approved by voice vote. She said the county locked in a fixed natural gas rate through a broker, Mantis Energy, at "1.009 for 3 years," with the price to begin on June 1, 2026. The commission approved an interim human resources contract with Capital Strategic billed at an hourly rate with total compensation "not to exceed $30,000." The commission also approved a temporary contract for an operational review of the treasurer's office with Robert Fontana; the procurement presentation listed a completion target of Jan. 1, 2026. Each of these items received a motion, second, and an "Aye" vote from commissioners in open session.
A motion to adjourn was made and seconded and the meeting was adjourned on a voice vote.
