Chris Barber, owner of Rockwall RV Park, told the commission crews had “literally run into a rock the size of Mount Vesuvius,” and requested the phase swap so work could proceed without blasting or major earthwork at that location.
Planning staff reviewed the park’s phase‑by‑phase improvements and reported the developer had met and in many cases exceeded earlier conditions: water hookups were provided for nearly every stall, landscaping buffers were being maintained and succeeding, and the site avoided a gas‑line easement. Staff and the planning technician recommended approval.
Commissioners praised the improvements and one commissioner who previously opposed the project said he was satisfied with Barber’s work and moved to approve the amendment. The motion was seconded, and the commission voted unanimously in favor.
The approval allows Barber to proceed with the revised construction sequencing; any required permits and inspections for the shifted phase remain subject to standard permitting and building codes.
