The Hartsville, Triestale County Planning Commission on its October agenda approved a site plan for nine townhomes on 1.24 acres at 850 River Valley Drive, with a condition that the developer confirm fire‑flow/hydrant requirements with the utility district.
Applicant Cody Joe Haines described the project as a phased build of nine townhomes to be offered for sale. “The goal is to have 9 townhomes, available to sell,” Haines said, adding the development would be constructed in phases from the rear of the parcel forward.
Planning staff and the project engineer provided documents showing stormwater controls and an erosion‑control plan. Rosalie, planning staff, told commissioners she had asked the applicants to secure stormwater engineering and that the submittal included detention features and elevations: “This whole packet is geared towards addressing any stormwater concerns,” Rosalie said.
Commissioners questioned fire protection and the proximity of hydrants; staff and the applicant indicated a hydrant will be added and that hydrant placement and any additional hydrants will be finalized through utility coordination and permitting. Rosalie noted the site plan includes a notation for an added hydrant on the plan.
During discussion, Commissioner David Thomas moved to approve the site plan with the condition that the applicant coordinate with the utility district about fire hydrant requirements; the motion was seconded by Commissioner Kyle Welch and passed on the floor.
The record shows the applicants submitted an engineered stormwater plan and erosion‑control plan; staff recommended approval after reviewing setbacks, parking, and drainage. The commission’s approval requires the developer to complete required permitting, place the indicated hydrant(s) if required by the utility, and follow the approved erosion and stormwater plans during construction.
The applicant and staff noted the development would connect to existing water and sewer service; the applicant said final design details for utilities and hydrants will be submitted during permitting.
