The Blaine City Council on March 3 approved three planning items after staff presentations and public hearings: a conditional use permit for live entertainment at Wild Bill Sports Lounge, a conditional use permit for Transform Sports Performance to operate a sport‑specific athletic training facility in an I2 zone, and a petition to vacate a drainage and utility easement on Lot 1, Block 1 of Larson's Estate.
City Planner Selman said Wild Bill Sports Lounge (in a B2 district) requested live entertainment indoors and outdoors, typically solo musical acts; the site plan showed the outdoor performance facing away from nearby townhomes and on‑site parking met requirements (412 stalls provided vs. 402 required). Staff recommended approval with one condition that is routinely applied to live‑entertainment permits. The council opened and closed the public hearing with no speakers and approved the CUP on a motion by Council Member Robertson and second.
Planner Selman (or Salman, as listed in parts of the packet) presented the Transform Sports Performance request to occupy 5,000 square feet in an existing multi‑tenant building in an I2 Heavy Industrial zone at 10005 Goodhue Street. The proposed hours are 8 a.m. to 8 p.m., seven days a week; the site had 113 stalls and the proposed use requires 64. Tenant Zach Spaniel spoke in support at the hearing and Nate Queton, a local property owner, offered a supporting statement. Staff recommended approval with three conditions; the council closed the public hearing and approved the CUP on a voice vote.
Director of Engineering Schoelander presented a petition from Contour Development LLC to vacate a drainage and utility easement on Larson's Estate (petition received Jan. 21). Engineering staff reviewed the existing and replacement easements and recommended vacation because new easements have been recorded; the council opened and closed the public hearing with no speakers and approved a resolution adopting the vacation.
All three items were adopted on motions following staff recommendations; no substantive public opposition was recorded in the hearings.
