Staff said the book includes multiple conceptual plans and that the city has or will develop buildable plans and specifications — including options for detached garages, accessory dwelling units (ADUs), ADA/accessibility features and duplex plans — to fit the smaller central-city lots the RDA offers. The plans are meant to be guidelines and adjustable to specific lot dimensions and Oshkosh zoning setbacks.
Board members asked staff to focus on a concise set of required base specifications to prevent low-quality construction while leaving flexibility for builders to customize designs to attract buyers. Staff said it is working with planning and inspection staff to finalize specs and will attach a short requirements list to RDA lot offers; staff also suggested linking to a small set of ready-to-use plans for marketing.
The authority discussed making ADA/accessibility features part of the baseline specification to support aging-in-place and noted the importance of matching neighborhood scale and setbacks. Staff said it will circulate the edited specifications and sample plans to the board when ready.
