The committee also reported a scheduled pet vaccination and licensing clinic on May 17 from 10 a.m. to noon (location to be determined), with a veterinarian from Central Utah Vet Clinic slated to provide vaccinations and licensing services. Committee members said the outreach aims to remind citizens of animal-licensing requirements and improve compliance.
Council members and staff discussed whether to formalize the recreation committee as a standing or appointed committee. Legal staff and council members noted that giving a committee budgetary authority would trigger open-meeting and recordkeeping requirements under the Open and Public Meetings Act; the alternative is to keep the group informal and require any budget or spending requests to come to the council for approval.
Snell said the rec committee has used volunteers and will continue recruiting; council members encouraged continued community involvement. Committee members also said they plan banner updates for holidays and to explore more wind-resistant bracket options for existing light-pole hardware to reduce banner damage.
No council action was taken to change the committee’s formal status or to delegate budget authority; council members asked staff to advise on the administrative implications if the committee were to be formalized.
