Board discusses MSBA-aligned policy updates, training requirement and committee roles; staff to redraft language

At the March 20 meeting, the Forest Lake Public School District board spent substantial time reviewing proposed revisions to the 1200-series policies, focusing on criminal or civil actions against board members, board member development and training, committee authority, and out-of-state travel and reimbursement rules.
Director Friedman led the policy discussion and identified several places where the district's current policy text differs from the MSBA model language. On Policy 1211 (criminal or civil action against a school board member), Friedman said the content in section 4(a) should be moved into section 3 because it duplicates existing terms; he told the board, "I can move that entire section. Drop it into section 3, reletter the sections under section 4."
Superintendent Dr. Massey and several board members discussed the board-member development policy (1212) and whether the text should reflect Minnesota statutory requirements for finance and management training. Board discussion cited Minnesota statute requiring that a member "shall receive training in school finance and management," and members pressed to change draft policy wording from optional language ("offered") to stronger language ("shall receive" or equivalent) and to identify the 180-day timing window referenced in state law.
On reimbursement and travel, staff noted existing local policies (1‑03 series) remain in effect until a future rewrite of policy 4‑12 is complete; Friedman said the district will retain 1‑03 for now and incorporate MSBA language — including handling of frequent-flyer credits — when it adopts the 4‑12 replacement.
Committee structure and authority were a frequent topic. Board members debated whether to retain the communications committee, expand its charge to include community education, or strike it. Director McKinnon and other members recommended retaining the communications committee and broadening participation rather than eliminating it. Several board members asked staff to add explicit language clarifying that committees are advisory and do not direct staff; one member proposed wording used in other districts stating that committees "do not have authority to direct school district staff to take any specific actions or duties." Friedman said he would add clarifying language.
No final policy votes were taken at the meeting; staff were directed to redraft the documents and return with revised policy language at a future meeting.
