Community Oversight Board asks for dedicated budget and staff to sustain investigations and special projects

Julie Evans, representing the Community Oversight Board, told the commissions work session the COB supports several Arlington County Police Department budget items, including salary increases intended to help retain officers. She said the COB has cleared a backlog of cases and now faces an expanding policy workload that requires a predictable, dedicated budget rather than relying on ad-hoc reallocations.
Evans said the COB plans two special projects this year: a traffic-stop analysis to examine potential bias in stop patterns and hiring a subject-matter expert in bias-free policing. She said the COB is currently “staffed below and funded well below our regional peers,” and requested funding priorities that could include a deputy auditor position or other staffing to allow the board to execute its work without pulling resources from other county elements.
Evans noted the COB receives significant input from community organizations such as the NAACP, Restorative Arlington and Arlingtonians for Justice, and said outside input increases the board’s policy workload and the need for staffing. The COB asked the County Board to consider a modest, dedicated operating budget to support research and independent analysis.
Ending: The COB will submit written budget priorities to staff and said it understands some staffing requests may not be feasible this fiscal year but asked the board to prioritize sustained, independent capacity over time.
