Council clears employee benefits procurement so HR can prepare May open enrollment

The Providence City Council on March 20 approved procurement items covering health and life insurance plans for city employees so the Department of People and Culture can complete provider work ahead of the May open enrollment period.
Chairwoman Daniela Anthony spoke in support of items 19 through 25, saying the measures cover medical, vision, dental, prescription drug and life insurance benefits for about 4,800 active employees and roughly 43 plan options. She said timely approval was needed so staff could meet with providers and finalize materials for May open enrollment.
Anthony told colleagues that several bids were closely priced and that three of seven procurements included second-lowest bidders whose packages differed in covered benefits. She said the measures were urgent because the administration must complete vendor outreach well before open enrollment.
The council approved the items on a voice vote and referred the matters to the Board of Contract and Supply for contract processing and award; no numeric roll-call tally was recorded on the floor.
The Department of People and Culture will continue provider negotiations and return contract documents to the Board of Contract and Supply and the council as required.
