Board approves 2025–2028 comprehensive plan with focus on graduation and equity

The Carlisle Area School District Board of School Directors voted to approve the district’s 2025–2028 comprehensive plan after a multi-step public-review process that included stakeholder surveys, focus groups and committee presentations.

The plan sets five focus areas: a K–8 transition plan, educational program excellence and innovation, health and wellness, culture and climate, and strengthening systems and structures. Board members said additions made during public review emphasized consistent grading and curriculum expectations, stepped-up work on graduation objectives, diversity-focused teacher recruitment and expanded safety- and security-related goals.

Dr. Godoy, who led the plan development and stakeholder outreach, presented summaries to the board and committee in February and March. Committee members noted the plan contains both measurable objectives — for example, graduation-rate steps — and qualitative priorities such as climate and culture, which the administration will work to measure and report on during implementation.

Board members repeatedly said the plan will inform annual goal-setting and budgeting and urged that the administration align the upcoming budget with the plan’s priorities. The motion to approve the 2025–2028 comprehensive plan carried on a voice vote; the transcript records 'Motion carries.'

Clarifying details: the administration reported that public input produced edits between the February presentation and the final draft, including specific language on graduation strategies, consistency of late-work and grading practices, recruitment initiatives for teacher diversity and safety projects.
