At the meeting the board received an initial presentation for Marsh Mart Express (also discussed as Mulch Mart/Marsh Mart) 's amended site plan for an existing retail/storage facility on about 4.7 acres along NY 17M. James Dillon, the project surveyor, described the parcel composition (two lots with different zoning along the highway commercial corridor) and the applicant's intent to resolve preexisting nonconforming outdoor storage and property‑line issues.
Town staff and the building inspector reviewed outstanding items. The building inspector recommended the applicant submit a detailed site plan that delineates pile sizes and separations for fire access, lists existing signage and clarifies any nonconforming elements. Staff noted the file lacks a signed, finalized site plan from earlier approvals and that the board will need a full EAF before any statutory mailings for SEQR can be released.
Following the presentation the board voted to declare the Planning Board's intent to serve as lead agency for SEQR and classified the action as an unlisted action so that the coordinated review can proceed once the applicant supplies a complete EAF. Board members and staff advised the applicant to pursue any necessary variances from the Zoning Board of Appeals in tandem with the SEQR/submission process; the building department also requested that the plan show existing pile heights and separation for fire apparatus access.
Next steps: applicant to submit a complete EAF and updated site plan with pile dimensions and signage details; planning staff will issue GML/agency referrals once the EAF is received. The board did not take a land‑use decision at this meeting; its lead‑agency declaration advanced the environmental review process.
