Waterfront staff said the upstairs office — described in the agenda as 167 square feet and currently rented at a rate that staff listed at $4.13 per square foot per month — is an unusual vacancy in the commercial harbor area. The staff presentation classified the space as a Class B office and said proposals will be evaluated first for consistency with the Local Coastal Plan’s preference for ocean‑dependent uses, compatibility with existing harbor businesses, and the financial stability and experience of applicants.
Staff outlined the RFP timeline and evaluation criteria and asked the commission to form a short‑term work group to participate in drafting the RFP packet, reviewing responses and recommending a candidate to the full commission. Commissioners Nelson, Stedman and McCray volunteered and the commission approved the appointments.
Public comment included a statement from John Payne of Oceanaire Marine Electronics, who said his business uses the space below and said he would welcome the RFP work group to visit the premises to see how existing marine services use the commercial area.
The commission moved to initiate the RFP (motion by Commissioner Ford, second by Commissioner Stedman) and approved formation of the RFP work group (motion passed; designated members Nelson, Stedman and McCray). Staff said it will prepare the RFP packet and return recommended lease terms and the recommended tenant for commission review before any final action and eventual City Council approval.
