Waterfront business manager Cesar Barrios told commissioners that Marsh has operated the cafe since 1997 and is a tenant in good standing. Barrios said staff reviewed financial information and a business plan provided by Pilar and found him qualified to assume the lease; staff also noted that existing lease terms — including base and percentage rent and the remaining lease term — would remain unchanged.
Oliver Pilar, who attended the meeting, said his family ties to Santa Barbara and 20 years of hospitality experience made the location attractive. Pilar said he plans to keep the cafe name, retain existing staff and make modest menu changes emphasizing healthier options while maintaining current service.
Commissioner Cohen recused from the vote. The motion to forward the assignment to City Council was made by Commissioner Nelson, seconded by Commissioner Stedman and carried unanimously among remaining members (Commissioner Anderson absent). The staff recommendation will now be transmitted to City Council for final approval.
