The Town of Lakeville Community Preservation Committee reviewed hypothetical borrowing scenarios that would use future CPA revenue to finance large acquisitions and heard an update on the state matching rate.
Staff presented modeled scenarios illustrating $10 million to $15 million borrowing plans and their annual debt-service implications. Committee members noted that borrowing against future CPA revenue is permitted but would require setting aside revenue for repayments over the loan term. One presenter estimated the town’s annual CPA receipts are around $200,000 and said that, under conservative assumptions, the committee could sustainably borrow roughly $3 million to $4 million and amortize it over 20 years without exceeding annual receipts.
The committee also received an emailed update indicating the Massachusetts Department of Revenue currently projects a 15.9% base state match for the November 2025 CPA distribution. Members noted that the projected match is lower than some prior years but still a material supplement to local funds.
The committee did not take any formal borrowing action; members said the scenarios were informational and would inform future discussions about large land acquisitions or bond-supported projects.
