Council approves wide slate of ordinances, resolutions and contracts during March 20 meeting

The Lexington Fayette Urban County Council on March 20, 2025, approved a broad package of ordinances, resolutions and contracts covering zoning, budget amendments, grant applications, procurement awards and intergovernmental agreements.

Key immediate outcomes

- Zoning change and budget adjustments: The council approved second reading for an ordinance rezoning 0.52 net acres at 940 Hagemaybeel Road from single-family R-1-C to townhouse R-1-T (Item 1) and approved a FY2025 budget adjustment (Schedule 19) described in Item 2. Both measures passed on recorded roll calls with all members present voting yes.

- Corridors Commission membership: The council suspended the rules and enacted second reading for an amendment to Section 2-465 of the Code of Ordinances to increase the number of nonvoting members of the Corridors Commission from six to seven by adding a complete streets manager representative (Item 3). - Grants and procurement: The council authorized multiple grant applications and awards, including authorization to submit applications for federal and state transportation and hazardous-waste grants (see Items 17 and 18), acceptance of a grant amendment to the Lexington County Health Department for maternal and infant home visiting services (Item 17/part), and authorization for EnergyCap subscription services contingent on FY26 budgeting (Item 16). The council also accepted vendor bids and contract awards for capital and maintenance work, including: - Louisville Paving & Construction: $1,349,999 for the Veterans Park Water Quality Improvement Project (Item 6/part of resolutions list). - JF Acquisitions LLC (DBA JF Petroleum Group): award for fuel storage tank replacement, approximately $56,424.70 (Item 28/29 area). - JEM Properties Ltd. - Workforce and economic development: The council authorized a 10-year Jobs Fund loan agreement of up to $250,000 with Simply Works LLC to support creation and retention of at least 10 jobs (Item 11) and approved an inducement under the Kentucky Business Investment Act tied to a potential occupational license fee rebate (Item 42).

- Public-safety and emergency services items: The council authorized purchases and agreements for police and fire operations, including grant application to the Office of Homeland Security for rifle kits (Item 19) and acceptance of Assistance to Firefighters Grant funding for smoke alarms contingent on local match (Item 38).
