Committee forwards Mayor’s Office request to accept in-kind consulting gifts for Civic Bridge program

The Budget and Finance Committee on March 19 voted to forward a resolution authorizing the Mayor’s Office of Innovation to accept in-kind consulting services from ZS Associates (about $169,000) and Adobe (about $169,000) totaling approximately $338,000 to support this year’s Civic Bridge program.
Matt Larson of the Mayor’s Office of Innovation described the Civic Bridge program, which pairs pro bono private-sector, academic and nonprofit teams with city departments to work on scoped challenges. Larson said the program has supported 87 projects across 35 departments over the last 10 years and that projects are aligned with departmental strategic plans.
Larson described two projects in this cohort: a San Francisco Public Library–Adobe collaboration to develop consistent methods and user-friendly tools to collect actionable patron feedback and define key performance indicators (the Adobe portion began retroactively to support an April event); and a San Francisco Municipal Transportation Agency project with CS Associates to improve customer service outreach and close feedback loops.
Larson said each project is evaluated by a review committee that includes COIT, Digital Services, the Department of Technology, DataSF and the Controller’s Office. He said the program provides follow-up check-ins shortly after project completion and then on roughly six-month cadences; staff present final deliverables at a public showcase and can provide copies of reports to supervisors on request.
Public comment included speakers voicing broader political objections and urging civil disobedience; one commenter asked whether a separate hotel-lease item (Adante/Monarch) was on today’s agenda and was told by the clerk that it was not on the committee agenda and that written comment may be submitted. No substantive objections to the Civic Bridge gifts were recorded.
The committee voted to forward the donor-acceptance resolution to the full board with a positive recommendation; Vice Chair Matt Dorsey, Supervisor Joel Engadio and Chair Connie Chan voted aye (3–0).
