Annette, the applicant for a landmark property at 303 East Resk Street, asked the Rockwall City Historic Preservation Advisory Board on Tuesday evening to table her application for a certificate of appropriateness so the item can return at the next regular meeting.
Henry Lee, historic preservation staff, told the board the subject property is a locally designated landmark and listed on the National Register of Historic Places. Lee said the building — designed by architect George Lindsey and built by Harris Schumann around 1913 with Mission/Spanish Revival influences — has had multiple alterations but retains historic significance. He described the current request as replacement of four double entrance doors with wood doors featuring plain-glass panels, reinstallation and repair of stained-glass transom windows above those doors, and related tower-molding repair. Lee said contractors' quotes in the packet listed lead times of 12–14 weeks for the doors and 12–16 weeks for the window work; staff recited line-item figures during the presentation as $156,802.96 for the doors and $18,000 for the stained-glass work, and stated a total project cost of $174,802.96 as recorded in staff materials.
Lee said the proposed work "appears to restore some of the historic integrity that has been lost with the property over the years" and noted the Texas Historical Commission guidelines were used in reviewing the submission. Staff also told the board that 56 notices were mailed to owners and occupants within 200 feet and that staff had not received written opposition. Lee said staff had included a proposed condition stating that a new certificate of appropriateness for the subject property may not be submitted until the scope of work approved by a COA has been fully completed.
When given the opportunity to speak at the public hearing, the applicant identified herself as Annette, gave a Rockwall address, said she had discussed the work with Ryan Miller, and said, "the property is under contract right now. And, I would like to table this meeting for the next meeting." The public hearing was opened and closed with no other speakers.
A board member moved to grant the tabling request and another board member seconded. The motion to table carried on a 3-1 vote. The board did not take action on the COA's merits at this meeting; the matter will return at the next regular meeting and will be considered then. Staff said they will send the applicant the next meeting date and administrative follow-up.
