Derby commissioners clear preliminary plat for 1219 Rock Addition, flag easement and drainage issues for final plat

On March 20, 2025, the City of Derby Planning Commission authorized the applicant to proceed with preparation of a final plat for the 1219 Rock Addition, approving the preliminary plat subject to staff comments. The motion passed 10–0.
Assistant City Planner Everett Haynes told the commission the preliminary plat combines the rezoned property, an adjacent parcel and a transferred portion of the former church site. Under the land transfer agreement (approved by City Council on Feb. 25, 2025) the applicant agreed to construct shared parking for the senior center, two pickleball courts, a gazebo, and sidewalks/trail connections.
Haynes highlighted several issues staff expects to resolve before final plat approval and site plan review: whether the three proposed parcels will remain separate or be combined into a single lot; discrepancies between recorded easement locations and those shown on the plat; a drainage/detention basin location that differs between the plat and the drainage/utility plans; and the need to plat the detention basin as a reserve with recorded maintenance language.
Haynes also said street access will be clarified during site plan review and that the city engineer recommends access control along most of the Rock Road frontage with a single opening to be approved later. He said an axial diesel (turn) lane and a future center turn lane on Rock Road are anticipated long‑term improvements and that sanitary sewer will need to be extended and petitioned to serve the site. Fire department requirements (for example, fire department connection location and interior hydrants) should be resolved during site plan review; Haynes encouraged addressing some of those items on the plat to avoid additional post‑plat instruments.
The motion to authorize preparation of the final plat, “subject to staff comments and discussion,” was made from the dais and seconded by Commissioner Renberger; the commission approved it by voice vote, 10–0. The applicant’s engineering representative, Jeff Mills of Earl’s Engineering and Inspection, attended the meeting and was thanked by the commission.
