Board approves rehabilitation plan for 1 Palm Row but bars proposed copper roof; requires galvalume 5‑V profile

The Historic Architectural Review Board on March 20 approved a major rehabilitation plan for 1 Palm Row with multiple conditions focused on materials and preservation of streetscape character.
Staff and the applicant discussed a range of changes: replacement of a porch and roofs, re‑cladding a CMU rear addition with novelty wood siding, replacement and repair of windows, reconstruction of a deteriorated coquina wall along the east property line, and installation of a new paver driveway. The applicant proposed a standing‑seam copper‑colored finish for the roof; the board and staff rejected a colored standing seam or faux copper finish for the grama‑vernacular roof and instead required a traditional 5‑V crimp metal panel in a galvalume finish or an approved low‑profile standing seam only where historically documented.
Other conditions in the board’s approval included: use of Marvin (aluminum‑clad) windows on the nonhistoric rear addition while restoring original wood windows on the main house; clay brick pavers (running bond) for the new driveway; matching novelty wood siding on the former CMU addition; replication or repair of the existing shutters; and additional archaeological monitoring and documented approach for reconstruction of the coquina wall (board asked that reclaimed material be reused where possible and that staff be provided a plan for any new block or cap details). The motion, made and seconded during the regular agenda, passed on roll call.
