Senate rejects concurrent resolution proposing statewide law review, 33–13

The North Dakota Senate failed to concur in Senate Concurrent Resolution 4025, which would have directed legislative management to study state laws that are outdated, unnecessary or impose undue burdens. The final tally was 13 ayes and 33 nays, and the resolution failed.

Senator Bridal presented the committee recommendation against concurrence, noting an overlapping vehicle — another bill in committee (House Bill 1442 was mentioned during debate) — which the committee believed was a better means to accomplish similar goals. "Our state and local government committee voted, came out with a recommendation of do not pass," Bridal said, urging senators to vote no on the concurrent resolution.

Senator Grama spoke in favor of the resolution, saying the proposal would avoid duplication by using existing legislative council staff rather than creating a task force that would expand government. "This is using existing employees. There's no growth in government," Grama said, and described local examples where conflicting statutes had created litigation costs for counties.

Senator Barta reiterated the committee's position that an existing bill already addressed similar issues and that the resolution would be duplicative, urging a no vote. The Senate proceeded to a verification roll-call; the secretary recorded 13 ayes, 33 nays and the resolution failed.

Because the body voted against concurrence, the matter does not proceed as a study directive from this concurrent resolution.
