House unanimously approves easier title pathway for classic and abandoned vehicles

Representative Christiansen, presenting the bill on the House floor, said the measure addresses a longstanding concern of car collectors and restorers. "If the vehicle is greater than 40 years old, the applicant for a certificate of title can provide proof of ownership to the department with a bill of sale or affidavit of ownership," he told the chamber, describing a new affidavit form the bill would authorize.
Under the bill, the Department of Transportation would be authorized to assign a vehicle identification number when no VIN can be located and require photographic documentation that the number has been permanently affixed. The measure also clarifies that a vehicle may be transferred regardless of condition, a change intended to assist restorers who obtain titles prior to restoration.
Representative Christiansen urged passage, saying, "Let's clear the road for these enthusiasts to restore classic cars." The transportation committee reported the bill unanimously with an 11‑0 recommendation, and the clerk announced final passage on the floor: 94 yays, 0 nays.
