Committee advances three bills in work session and introduces two BDRs

CARSON CITY — During the committee's work session that followed hearings, nonpartisan staff summarized three committee-sponsored bills and the panel voted to amend and do pass each measure and to introduce two bill draft requests (BDRs) for future consideration.
Assembly Bill 20, sponsored on behalf of the Department of Motor Vehicles, was presented by Legislative Counsel Bureau policy analyst Keeley Latham. The bill would allow the DMV to imprint individualized symbols or codes for certain medical conditions on licenses and to send certain owner communications electronically if the owner opted in. The DMV proposed an amendment in conceptual form to clarify mail and electronic-notification language. Vice Chair Carter moved to amend and do pass AB 20; Assemblymember Brown May seconded. The motion carried unanimously.
Assembly Bill 32, sponsored on behalf of Carson City, would direct the Joint Interim Standing Committee on Growth and Infrastructure to study the Nevada Commission for the Reconstruction of the V&T Railway and report recommendations on structure, duties and long-term financial viability during the 2025-26 interim. Assemblymember Brown May moved to do pass; Vice Chair Carter seconded. The motion carried with one recorded nay by Assemblymember Gallant.
Assembly Bill 168, originally drafted to address bicycles, electric bicycles and electric scooters, was presented with an amendment in conceptual form from the sponsor, Assemblymember Goulding, to limit the bill to bicycles and add co-sponsors. The committee moved to amend and do pass; the motion carried unanimously.
The committee then voted to introduce BDR 58-1114 (revising provisions related to limousines) and BDR 40-424 (revising provisions related to collection, disposal and retirement of certain types of waste). Both BDRs were introduced after voice votes; no roll-call tallies were recorded in the hearing minutes provided.
All three committee bills were advanced from the work session with floor statements assigned to committee members for future floor action.
